Doing Business with HACA

Thank you for your interest in the Housing Authority of the City of Austin. If you are a supplier of products, goods and/or services, HACA may have opportunities for you and your firm.

All Invitations for Bids (IFBs) and Request for Proposals (RFPs) are subject to HACA's procurement policies and federal guidelines. HACA encourages the participation of Minority Business Enterprises and Women Business Enterprises in response to available contracts.

Open RFPs and IFBs are advertised on Sundays in the Public Notice section of the Austin American-Statesman classifieds.

Section 3 Plan

The Housing Authority of the City of Austin's (HACA) Section 3 Plan is to assist staff, contractors and subcontractors in complying with the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968, as amended by Section 915 of the Housing and Community Development Act of 1992 (hereafter “Section 3”). Section 3 requires that, to the greatest extent feasible, employment and other economic opportunities generated by HUD funds be directed to low-income residents, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low-income persons.
