The Family Self-Sufficiency program allows residents of public and assisted housing to become financially independent!

Family Self Sufficiency

Program participants sign a five year contract in which they agree to make a concerted effort to achieve economic independence. An FSS contract is executed based on the rent the family is paying at the time of the contract execution. As the family's rent increases due to earning higher wages, a percentage of their rent increase is matched and credited monthly to an escrow account. In addition, the HACA's Community Development staff works with participants to identify personal and professional goals. Participants meet with their Family Self-Sufficiency specialist on a monthly basis to update the progress of interim goals.

In order to assist FSS families with their goal of achieving economic independence, HACA has established partnerships with local government, private businesses, job training and employment agencies, child care providers, education and training institutions and nonprofit service providers.

Program History

In 1993, the U.S Department of Housing and Urban Development mandated that housing authorities implement the Family Self-Sufficiency Program as part of a nation-wide welfare reform effort. The purpose of the FSS Program is to assist HACA families (Public Housing and Housing Choice/Section 8) move from public assistance to employment. HACA was granted 31 Housing Choice/Section 8 certificates and asked to identify families on the waiting list who were most in need of housing assistance. The FSS Program was expanded in 1999 to allow additional HACA residents to participate in the program.
