HACA COMMISSIONER CARL S. RICHIE II AWARDED
ELIZABETH B. WELLS MEMORIAL AWARD
WHAT: Carl S. Richie II, board member of the
Housing Authority of the City of Austin, was awarded the Elizabeth B. Wells
Memorial Award by the National Association of Housing and Redevelopment Officials
on Oct. 8. He has served as commissioner of the housing authority since 1997.
Established in 1987, the Elizabeth B. Wells Memorial Award honors a current
commissioner who has demonstrated excellence as an advocate in developing the
financial, political and community support necessary to ensure the continuation
and expansion of housing or Community Development programs.
“Mr. Richie has been a driving force behind the housing authority’s
Community Development initiatives, specifically its educational programs,” James
Hargrove, president and CEO of HACA, said. “Having been given the honor
to attend law school and having succeeded in his chosen career, Mr. Richie
knows how vital education is and that it is a valuable asset to breaking the
cycle of poverty.”
Factors determining the award included leadership, advocacy, public relations
tactics and NAHRO service.
A partner with the law offices of Gardere Wynne Sewell, Richie’s practice
is concentrated in Legislative and Regulatory Affairs, which includes legislative
representation, administrative law and representation of government entities.
Since being appointed as commissioner in 1997, he has been successful in applying
his extensive business experience for the betterment of HACA’s operations
and to assist the residents living within HACA communities.
