Energy Conservation
In 2001, the Housing Authority of the City of Austin became the
first housing authority in Texas to enter into an Energy Performance
Contract to reduce agency-wide water consumption. Toilets in all
units were replaced with new energy saving models. The initial phase
of the Conservation Project, combining a water equipment retrofit
and resident training program, will save nearly 145,000,000 gallons
of water annually throughout the 12-year contract agreement. The
program has further benefits to residents and the broader Austin
community and is resulting in the conservation of natural resources
while teaching energy-saving methods that residents can implement
in their homes.
Overall objectives for the energy program maximize both the benefits
and the savings that HACA can capture through energy conservation.
In combining a proven technical approach, effective resident initiatives,
experienced contractors, creative financing and long-term energy
management strategies, HACA is achieving the following objectives:

Reduce the cost to supply, deliver, maintain and administer utilities
by 20 to 40 percent and leverage the savings to fund capital improvements,
resident initiatives, staff training and/or provide cash flow to
HACA;

Integrate energy management with HACA’s other long-range goals
and programs, while maximizing its positioning as changes occur in
the energy market and PHA funding;
·
Increase resident support for energy conservation by creating employment
and business opportunities for residents, increase resident conservation
responsibility and provide ongoing training, education programs and
materials;

Utilize the Energy Management Program for increased economic and
community development at HACA, tapping multiple sources of funding
and attracting community support.
