James L. Hargrove

President / CEO

Jim Hargrove, President/CEO of the Housing Authority of the City of Austin, is a statewide leader in the public housing industry. His leadership has served two other public housing authorities and his legacy
is an impressive record with the transformation of failing agencies to recognized, high performing agencies. Hargrove has more than 20 years administrating the management of both the Low Rent and Housing Choice Voucher programs that serve low-income families. Hargrove’s leadership style is visionary and his approach to a successful agency has always been to “step out of the box” within the industry norms. Hargrove’s vision has enable the Housing Authority of the City of Austin to be awarded by the U.S. Department of Housing and Urban Development two statewide contracts to perform the administration of the Section 8 Housing Assistance Payment program through the creation of a nonprofit subsidiary, Southwest Housing Compliance Corporation.

Over the past ten years, the Housing Authority of the City of Austin has been very successful under Hargrove’s leadership. The housing authority housed over 7,000 families, partnered with over twenty other community agencies to provide referrals and services to the families served by both public housing and voucher programs, received over $40 million in grants from the U.S. Department of Housing and Urban Development, awarded over $665,000 in scholarships to low-income families, provided $250,000 in community grants, created a successful partnership with Communities In Schools to ensure targeted in-school case management services are provided to over 700 public housing youth within 14 public schools and established a water conservation program that saves the agency an estimated 145 million gallons per year. Hargrove was also instrumental in the development of the Welfare to Work Coalition that serves as a catalyst to develop job skills and educational programs for low-incomes families dependent on public assistance to become self-sufficient. Hargrove continues to give his input regarding economic opportunity for those who are impoverished by serving as a member of the Austin Community College Foundation.

As the Past President of the Texas Chapter of the National Association of Housing and Redevelopment Officials, Hargrove strives to increase membership participation, produce quality training and seminars to public housing staff, and to be a strong advocate for the extremely low-income population served through public housing in Texas.

Prior to his work in the public housing industry, Hargrove served our country for 20 years as a United States Marine. He is also a graduate of the 1999-2000 Leadership Austin program sponsored by the Greater Austin Chamber of Commerce and currently serves as the Secretary on the Austin Community College Foundation Board.
