Proposed ACOP Changes


The Housing Authority of the City of Austin (HACA) is posting for public comment the proposed change to the Admissions and Continued Occupancy Policy.  This change would allow HACA to use Housing Choice Vouchers when rehabilitation work related to the Rental Assistance Demonstration (RAD) would require relocation of more than six months.

HACA will receive written comments regarding the enclosed policies during a 30 day public comment period to commence November 1, 2016 through November 30, 2016.  All written comments are to be mailed or hand delivered to the following address:

The Housing Authority of the City of Austin Board of Commissioners will vote on the adoption of this policy on Thursday, December 17, 2016 at 12:00 noon at the HACA Central Office located at 1124 S IH 35, Austin, TX 78704.  The date, time and location of the meeting are subject to change.  See HACA website at www.hacanet.org for updates.  You will have an opportunity to voice your thoughts and concerns during the Citizens Communication portion of the meeting.

    Closing of Certain Property-Specific Public Housing Waiting Lists

    Due to high demand for public and affordable housing in the Austin community, the Housing Authority of the City of Austin (HACA) has received a high volume of applications for placement on the public housing waiting list at HACA properties. At a number of these properties, the anticipated waiting time for a unit is expected to exceed 36 months. Please refer to the document below for details.

    Draft Annual PHA Plan

    The Public Comment Period for the 2017 Draft Annual PHA Plan will commence on Oct. 24 and conclude on Dec. 8. Three public hearings will be held on the following dates: 10 a.m. Nov. 8 at the Citywide Advisory Board Meeting at Coronado Hills, 1438 Coronado Hills Dr.; noon Nov. 17 at the HACA Central Office, 1124 S. IH-35 and 5:30 p.m.; and Dec. 6 at the Henry Flores Education and Training Center,1201 W. Live Oak, to receive public input for the Draft 2017 Annual Plan. The final draft will be presented for board approval at the Dec. 15 HACA Board of Commissioners meeting at noon at the HACA Central Office.

    Copies of the Draft 2017 Annual Plan and updates to the 2015-2019 Five-Year Plan will be available at all Public Housing sites, the HACA Central Office and on the HACA website, www.hacanet.org.  All supporting documentation is available at the HACA Central Office or via the HACA website.

    Proposed Flat Rent Schedule

    The Housing Authority of the City of Austin is requesting public comment on our Proposed Flat Rent Schedule and Proposed Ceiling Rent Schedule for all public housing units.  If approved by the Board of Commissioners, the new schedules would go into effect on January 1, 2017. 

    HACA will receive written comments regarding the enclosed proposed changes during a thirty-day public comment period to commence September 12, 2016 through October 11, 2016.  All written comments are to be mailed or hand delivered to the following address:

    Re-Opening of the Public Housing One-Bedroom Waiting List and Online Property-Specific Application Process

    The Housing Authority of the City of Austin reopened its Public Housing One-Bedroom waiting list effective July 20, 2016.  The waiting lists for all other bedroom sizes (two, three, four, and five bedrooms) are currently open and will remain open until further notice. Individuals interested in applying for public housing may visit www.austin.apply4housing.com to submit a pre-application.  Paper pre-application forms are no longer accepted. 

    Additionally, applicants may now choose which HACA public housing property/properties they wish to apply for.  For more information about HACA’s 18 public housing properties, please visit www.hacanet.org/communities
