PRIMARY FUNCTIONS: Responsible for ensuring the proper and timely entering/
logging of all maintenance service calls received from residents, housing managers,
and other HACA staff into HACA’s electronic work order system so that
it can be responded to or tracked. Provides supervision to dispatcher position.
Monitors performance of dispatcher and provides guidance, support and disciplinary
action when appropriate. Receives calls from residents and housing managers
concerning needed maintenance repairs of routine and emergency nature. Accurately
determines priority of work orders and dispatches emergency work orders immediately
to maintenance personnel via radio, beeper, or phone. Notifies answering service
of the employee who is to be on standby for after normal duty calls (after 5:00
p.m., weekends, and holidays) and provides all applicable contact information
of the standby personnel. Tracks Maintenance Stand-By Reports daily and checks
logs for accuracy and enters previous shift stand-by work orders into database.
Assesses resident charges as applicable. Prepares and enters unit maintenance
work orders into computerized system for all HACA public housing communities
and all applicable AAHC housing units. Closes out all completed work orders
submitted by HACA staff, no later than the following business day. Receives
and reviews all annual UPCS unit inspection reports. Generates work orders on
all identified deficiencies. Maintains file system on unit, site and building
inspection reports. Closes out all completed work orders related to unit inspections.
Receives and generates all work order requests for bulk trash pickup at all
HACA properties and AAHC properties. Ensures HACA personnel receive requests
in a timely manner. Logs destination information from housing managers to track
their location when out of the office. Provides daily destination logs to Vice
Presidents. Creates and completes all move out work orders to document resident
move out charges and unit make ready completions. Submits weekly printout of
all outstanding unit work orders. Submits weekly reports to Vice Presidents
and Community Directors on status of work order activity by property. Completes
any other applicable requests for reports by Vice Presidents as needed. Provides
technical assistance to housing management staff upon request. Ensures proper
tracking of PHAS-related performance measures monitored by HUD. Performs other
duties as assigned.
QUALIFICATIONS: High school graduate or GED and four years experience in an
office environment, or an equivalent combination of education and experience.
Two years experience in a supervisory capacity. Good knowledge of HUD regulations
and Authority policies procedures and practices pertaining to the various housing
programs. Good knowledge of general office procedures and practices and business
English and Math. Skills in operating general business machines and computers.
Excellent data entry skills. Ability to work autonomously in a high paced environment.
Call center experience is desired. Ability to communicate clearly and concisely
with residents, housing managers and maintenance personnel. Ability to establish
and maintain effective relationships with co-workers, vendors and other business
contacts. Bilingual skills in Spanish are highly preferred. Valid Texas Driver's
License, driving record, and copy of diplomas and/or transcripts required.

POSITION: Truck Driver/ Fleet Attendant

PRIMARY FUNCTIONS: Responsible for the removal of large trash and bulk items
from the Authority offices, dwelling and non-dwelling facilities, and grounds
in a clean and orderly manner. Performs a variety of unskilled tasks involving
cleaning and maintaining buildings and grounds. Specific duties include the
following. Drive and operate hydraulic boom truck, 3/4 and 1/2 ton pickup trucks
during all weather conditions. Assists in the basic operation, inspection and
maintenance of a variety of vehicles and heavy equipment. Performs and reports
inspection of vehicle fluid levels and hydraulic system on a daily basis and
reports all repair requirements. Removes trash, appliances and debris from scheduled
routes. Disposes trash and debris in designated dumps and cleans vehicles after
disposal. Hauls appliances to recycling points and hauls raw construction materials
(sand, gravel, asphalt, etc.) to sites. Submits daily haul activity report,
haul tickets and purchase receipts. Provides assistance and operates sewer jet
equipment for the maintenance of sewer lines. Performs minor building maintenance/repair
and grounds maintenance. Performs preventative maintenance services on generators.
Sets-up and tears down meeting spaces to ensure specifications and needs for
each event are met. Performs other duties as assigned.
QUALIFICATIONS: High School graduate or GED. One (1) year experience in maintenance
and/or construction, including (6) months experience in the operation of heavy-duty
equipment. Able to operate a large dump flat bed truck and hydraulic boom. Good
knowledge of techniques, methods, materials, and equipment used in maintaining
buildings and grounds. Good knowledge of minor building repair and maintenance
of plumbing, heating, cooling, generators and electrical systems. Ability to
understand and follow simple instructions and to read and interpret maps. Ability
to perform moderately strenuous physical activity. Ability to establish and
maintain effective working relationships with other employees and residents.
Ability to understand and communicate in Spanish and English is highly desirable.
Valid Texas driver's license. Licensed for the operation of commercial vehicles
in the state of Texas within (90) days of employment. Eligibility for coverage
under Authority fleet auto insurance. Valid Texas Driver's License and driving
record required.
PHYSICAL DEMANDS AND WORK CONDITIONS: Work is performed both indoors and outdoors,
and involves physical exertion common to a mechanical equipment repair facility,
such as long periods of bending, stooping, standing and walking. Work may require
specific physical characteristics and abilities such as above-average strength,
agility and dexterity. Work involves moderate risks and discomforts which are
common to an auto mechanic shop or similar repair facility and, require special
safety precautions and use of protective clothing or gear, such as a helmet,

POSITION: Assistant Housing Manager

PRIMARY FUNCTIONS: Assists Housing Manager with managing one or more of the
Housing Authority's public housing developments. Acts as Manager in the absence
of the Manager. Implements and enforces all HUD and agency rules and regulations.
Conducts orientation for all new residents: shows unit, explains lease and briefs
them on all Authority’s policies and procedures governing their possession
and continued occupancy of the unit. Reviews lease obligation between tenants
and Housing Authority: monitors and evaluates compliance with Authority policies
and procedures and HUD/Agency occupancy standards. Accurately calculates residents’
family income. Determines the correct amount of monthly rent, eligibility, and
qualifications for earned income disallowances. Collects rents, prepares bank
deposits and maintains accurate collection records of all security deposits
and other charges. Schedules and mails notification letters for annual and interim
recertification of residents and accurately conducts re-certifications in a
timely manner. Mails delinquent notices, eviction letters, rent change notices
and other correspondence to residents when necessary. Reviews account receivable
reports daily and conducts documented collection activities for all delinquent
accounts. Interviews and counsels residents concerning lease violations and
offers referral information for financial assistance and any other social service
assistance that may assist the resident or initiate corrective action. Performs
other duties as assigned.
QUALIFICATIONS: Some college hours in business, public administration, or social
sciences in an accredited college or university. Copies of diplomas and/or transcripts
required. Four years work experience working in an administrative capacity in
public housing or property management, or an equivalent combination of education
and experience. Must successfully complete the Housing Managers Certification
Training within one year of the date of hire or at the first available offering.
Skills and written test will be administered. Valid Texas Driver’s License
and driving record required.
