President/ Chief Executive Officer
POSITION: MIS Director
SALARY: $6,599.52/month JOB #: 14-12

Responsible for administration of all computer systems, office security systems, and telephone systems for the Housing Authority and serves as the bridge between these systems and all Authority users of these systems. Coordinates all phases of record maintenance, programming, documentation, data processing operations, data communications, hardware maintenance, and software support. Specific duties include the following: Researches, recommends, acquires, installs and maintains computer hardware, software, and operating systems. Develops, implements and maintains custom computer programming required by Housing Authority users; Analyzes and solves hardware, software and computer system procedural problems or recommends replacement/repairs/service. Monitors functioning of programs and computer equipment on operating systems console, determines point of program failure or malfunction, interprets messages, types appropriate commands to effect systems or network recovery. Researches and applies current and forthcoming computer technology. Develops and provides orientation and training programs for Housing Authority users of the computer systems. Provides technical support to the various users of the computer systems. Administers local area network system. Maintains hardware and software for local area network. Troubleshoots problems with the network and contacts technical support as needed. Maintains computer peripherals (i.e. modems, printers, terminal etc.) in proper working condition and recommends replacement/repairs/service when needed. Reviews system security, system integrity and daily performance procedures. Issues computer system security access codes to users and changes codes as needed. Creates electronic files for data transfers. Transfers electronic files. Performs daily back-ups on file servers. Participates in Housing Authority operations, running reports, attending meetings, etc. Handles requests for customized reports, forms and flow charts. Reviews source materials for computer and determines if file records need upgrading. Monitors system error messages and staff. Receives requests for computer data, and visits activities to provide technical assistance as requested. Maintains catalog and library of magnetic tapes on file server. Maintains log of cable installation and routing. Creates customized menus to insure computer security. Estimates time and materials needed to meet production schedules. Maintains computer system files, catalogs, records and logs. Administers, monitors and maintains office security system. Contacts software vendor for technical support as needed. Provides orientation and training for Housing Authority users of the security system. Issues security cards. Maintains records of cards issued and clearance authorized. Generates reports of areas accessed and monitors reports for problems. Reports any security issues to CFO/VP of Finance. Administers telephone system; Programs extensions and maintains voice mail system; Provides orientation and training for users of the telephone system; Receives reports of system malfunction from staff and troubleshoots problems, calling for support and/or service as needed. The position makes specific and broad assignments to the MIS Database Analysts by setting deadlines and priorities, and indicates the quantity of work expected. Reviews subordinate's work, prepares performance evaluations, counsels and disciplines employee.
QUALIFICATIONS AND KNOWLEDGE: Bachelor's degree in Computer Science, Management or other related field from an accredited college or university. Three years experience in working with computer systems, compiling and analyzing data, or a combination of education and experience. Knowledge of HUD regulations and Authority policies, procedures and practices pertaining to public housing programs. Good knowledge of general office procedures and practices, business English and arithmetic. Considerable knowledge of personal computers and the UNIX, Novell, MSDOS and Microsoft Windows software is required. Knowledge of word-processing, spreadsheet, and database software applications is also required. Skills in operating general office machines. Ability to communicate clearly and concisely, orally and in writing. Ability to establish and maintain effective and courteous relationships with other employees and other business contacts. Bondability. Valid Texas driver’s license. Eligibility for coverage under PHA fleet auto insurance.

POSITION: Assistant Housing Manager
SALARY: $13.67/hour JOB #: 12-12

PRIMARY FUNCTIONS: Assists Housing Manager with managing one or more of the Housing Authority's public housing developments. Acts as Manager in the absence of the Manager. Implements and enforces all HUD and agency rules and regulations. Conducts orientation for all new residents: shows unit, explains lease and briefs them on all Authority’s policies and procedures governing their possession and continued occupancy of the unit. Reviews lease obligation between tenants and Housing Authority: monitors and evaluates compliance with Authority policies and procedures and HUD/Agency occupancy standards. Accurately calculates residents’ family income. Determines the correct amount of monthly rent, eligibility, and qualifications for earned income disallowances. Collects rents, prepares bank deposits and maintains accurate collection records of all security deposits and other charges. Schedules and mails notification letters for annual and interim recertification of residents and accurately conducts re-certifications in a timely manner. Mails delinquent notices, eviction letters, rent change notices and other correspondence to residents when necessary. Reviews account receivable reports daily and conducts documented collection activities for all delinquent accounts. Interviews and counsels residents concerning lease violations and offers referral information for financial assistance and any other social service assistance that may assist the resident or initiate corrective action. Performs other duties as assigned.
QUALIFICATIONS: Some college hours in business, public administration, or social sciences in an accredited college or university. Copies of diplomas and/or transcripts required. Four years work experience working in an administrative capacity in public housing or property management, or an equivalent combination of education and experience. Must successfully complete the Housing Managers Certification Training within one year of the date of hire or at the first available offering. Bilingual preferred. Skills and written test will be administered. Valid Texas Driver’s License and driving record required.
PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed indoors and outdoors, and may involve physical exertion during visits and inspection of units and developments. Work may entail travel to meetings, conferences, and workshops in other cities. The employee is required to work unusual hours. Work involves the normal risks and discomforts associated with an office environment and visits to outdoor developments, sites, dwellings, or facilities, inspections of structures and confrontations with applicants and residents.

POSITION: Lead Maintenance

PRIMARY FUNCTIONS: Responsible for diagnosing and performing repairs within their assigned property which are more technical in nature, requiring highly skilled levels of knowledge. Tasks are performed in several trades or crafts at their assigned development. Through knowledge of techniques, methods, materials and equipment used in plumbing, carpentry and electrical repairs; and in the repair of household appliances and heating systems.
QUALIFICATIONS: High school graduate or GED. Three years experience in apartment or building maintenance, vocational training and/ or experience in areas of general repairs, carpentry, plumbing, air conditioning and electrical repairs, or an equivalent combination of education and experience. Use of personally owned hand tools required. Ability to read and write English. Ability to read and understand repair manuals, and instructions/warning on cleaning agents; write service requests, maintenance reports, and inspection reports. Skills and written test will be administered. Valid Texas Driver's License, driving record, and copy of diplomas and/or transcripts required.
PHYSICAL DEMANDS AND WORK CONDITIONS: The employee must operate hand and power tools and equipment. Normal physical activity can be strenuous and may involve prolonged standing, walking, reaching, bending, crouching, stooping, and lying prone. The employee must use arm strength to manipulate hand tools such as saws, sanders and jointers. The employee must occasionally push, pull, and/or lift objects up to and over 25 pounds. The employee works indoors and outdoors and is exposed to weather extremes. The employee may occasionally be subject to electrical shock hazards, dangerous heights, dangerous chemicals, and skin irritants (e.g., cleaning solutions, solvents, insecticides). The employee may be required to use goggles, gloves and other safety equipment. Safety boots required, tennis or athletic shoes are not allowed.

QUALIFICATIONS: A Bachelor’s degree in Business, Political Science, Finance, Urban Planning, Economics, Public Administration or a related field is required, plus five years in an executive level management position within the field of public/private housing, community development, real estate or related similar organization; solid financial/budgetary skills desired.
