PRIMARY FUNCTIONS:  Primary duties and responsibilities:  Monitor, document and coordinate all HACA efforts to meet HUD’s Section 3 requirements. Monitor and coordinate all departmental Section 3 efforts to establish one point of contact and responsibility for implementing HACA’s Section 3 Plan. Document all activities undertaken by HACA to comply with the Section 3 Plan to ensure files and data support HACA compliance with Section 3 requirements. Submit HUD Reports.  Prepare and submit to HUD all Section 3 Summary Reports (form HUD-60002) in a timely manner and maintain all copies of submissions and supporting documents for audit purposes.  For reports that require multiple department input, take the lead in requesting information and collecting reports from departments, and compiling and submitting the report to HUD.  Educate and assist contractors. Meet with contractors about performance under HACA’s Policy and/or their contract to ensure compliance with Section 3 requirements. Educate contractors on the requirements of the Section 3 Program. Discuss Section 3 requirements at pre-bid meetings and again after award at pre-conference meetings prior to the P&D department providing the contractor a Notice to Proceed (NTP). Provide potential and current HACA contractors a current list of Section 3 businesses and residents interested in employment, and notify them of the systems that HACA has in place to facilitate the hiring of qualified Section 3 residents. When feasible, require “first source” hiring agreements with all HACA contractors where the hiring of Section 3 residents will serve as the first source to fill available positions.  Assist with the Procurement Process. Assist staff with including Section 3 wording and requirements in small purchase announcements, Invitations for Bid, and Requests for Proposals/Requests for Qualifications.  Assist with reviewing Section 3 Compliance Plans and Section 3 Business Concern Certifications prior to award of contracts.  Assess submitted plans and certifications to determine if points or preference, as applicable, should be provided to the contractor.  Maintain Section 3 databases.  Update and maintain a database of a database of certified Section 3 businesses including their capabilities and qualifications.  To the greatest extent feasible, assist businesses with navigating the certification process.  Update and maintain a database of interested Section 3 residents and their skills, job training, and education level.  Provide relevant lists to HACA contractors and subcontractors to connect residents to available work within HACA projects. Monitor contractor compliance. For all Section 3 covered contracts, monitor and evaluate contractors and subcontractors on their Section 3 efforts and work to ensure contractors meet the contract’s Section 3 compliance goals. Require, collect and review all contractor and subcontractor monitoring and compliance reports as outlined in HACA’s Section 3 Plan. At the completion of each contract, make a final determination and document whether the contractor and/or subcontractor met all Section 3 requirements.  Notify the Purchasing department of any contractor or subcontractor that did not, to the greatest extent feasible, fulfill their Section 3 requirements.   Work with HCD and Assisted Housing staff regarding HACA outreach, training programs, and outside agency collaboration, as well as contractor feedback on resident performance, to ensure an adequate pool of HACA residents for potential contracting vacancies. Coordinate with staff and outside agencies to prepare residents for work on Section 3 job sites and other employment opportunities.  Address and respond to audits and complaints. Research, prepare, and coordinate all responses to outside independent auditors on HACA’s Section 3 Program and reports.  Address complaints submitted to HACA regarding compliance with Section 3 requirements in a timely manner in accordance with HACA’s Section 3 Policy.  Address complaints received by HUD in a timely manner in accordance with the 30 and 60 day deadlines for responding to HUD in 24 CFR 135.76. Fully and promptly cooperate with HUD in Section 3 compliance and complaint reviews and investigations (HUD may sanction PHAs for non-compliance).  Ensure HACA staff does not intimidate or retaliate against any person or business that has made a complaint.  Keep current of HUD requirements.  Attend technical workshops and other sessions and provide summaries, updates, suggestions and procedural changes based on new or updated regulations.  Research Section 3 best practices and make recommendations.  Develop and maintain a reference library for compliance with Section 3 regulations. Perform other duties as assigned: Assists the department staff with quality control reviews and audits; with fraud prevention tasks; gathering and analyzing data for grant applications and reports; coordinating, conducting and closing hearings, and other duties as assigned.

QUALIFICATIONS: Graduation from an accredited four (4) year college or university with major coursework in Business, Human Resources, Psychology, Sociology or closely related field.  An equivalent combination of education, training, and experience, which provides the required knowledge and abilities, may be substituted.  Knowledge of the Department of Housing and Urban Development’s Section 3 regulations.  Strong ability to plan, organize, and develop a wide variety of operational and management programs and procedures.   Ability to establish, monitor, and achieve departmental objectives.  Strong ability to evaluate data and maintain records.  Excellent written, oral and interpersonal communication skills. Demonstrated proficiency with computer software including Outlook, Word and Excel.  Ability to establish and maintain effective working relationships with other employees, and the public, and deal effectively with situations requiring tact and diplomacy, yet firmness.  Ability to work independently and objectively, and exercise independent judgment.  Some knowledge of the principles and practices of recruiting and job placement, including job readiness instruction, employment counseling and coaching techniques.  Some familiarity with contracting procedures, monitoring and assessment.  Some knowledge of PHA organization, operations, policies and procedures.  Valid Texas driver's license.  Eligibility for coverage under HACA fleet auto insurance.

PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is performed in-office and on-site and involves some physical exertion during contractor and resident visits. Work may entail traveling to meetings, conferences and workshops in other cities.  Work involves the normal risks and discomforts associated with an office environment and visits to outdoor developments, sites, dwellings or facilities, inspections of structures and meetings with contractors and residents.

Good knowledge of Housing Authority operating policies and procedures; principles, practices and techniques of public housing management; HUD regulations pertaining to low-rent housing; and services available through local social service agencies. PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. The work involves normal risks and discomforts associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.

PRIMARY FUNCTIONS: Assists Housing Manager with managing one or more of the Housing Authority's public housing developments.  Acts as Manager in the absence of the Manager.  Implements and enforces all HUD and agency rules and regulations. Conducts orientation for all new residents: shows unit, explains lease and briefs them on all Authority’s policies and procedures governing their possession and continued occupancy of the unit. Reviews lease obligation between tenants and Housing Authority: monitors and evaluates compliance with Authority policies and procedures and HUD/Agency occupancy standards. Accurately calculates residents’ family income.  Determines the correct amount of monthly rent, eligibility, and qualifications for earned income disallowances. Collects rents, prepares bank deposits and maintains accurate collection records of all security deposits and other charges. Schedules and mails notification letters for annual and interim recertification of residents and accurately conducts re-certifications in a timely manner. Mails delinquent notices, eviction letters, rent change notices and other correspondence to residents when necessary. Reviews account receivable reports daily and conducts documented collection activities for all delinquent accounts. Interviews and counsels residents concerning lease violations and offers referral information for financial assistance and any other social service assistance that may assist the resident or initiate corrective action.  Performs other duties as assigned.

QUALIFICATIONS:  Some college hours in business, public administration, or social sciences in an accredited college or university.  Copies of diplomas and/or transcripts required.  Four years work experience working in an administrative capacity in public housing or property management, or an equivalent combination of education and experience.  Must successfully complete the Housing Managers Certification Training within one year of the date of hire or at the first available offering. Bilingual preferred.Skills and written test will be administered. Valid Texas Driver’s License and driving record required.

PHYSICAL DEMANDS AND WORK CONDITIONS: The employee must operate hand and power tools and equipment.  Normal physical activity can be strenuous and may involve prolonged standing, walking, reaching, bending, crouching, stooping, and lying prone.  The employee must use arm strength to manipulate hand tools such as saws, sanders and jointers.  The employee must occasionally push, pull, and/or lift objects up to and over 100 pounds.  The employee works indoors and outdoors and is exposed to weather extremes.  The employee may occasionally be subject to electrical shock hazards, dangerous heights, dangerous chemicals, and skin irritants (e.g., cleaning solutions, solvents, insecticides).  The employee may be required to use goggles, gloves, safety boots, and other safety equipment.

PRIMARY FUNCTIONS: Responsible for developing and delivering a broad range of case management and referral services for public housing residents. Performs a variety of tasks involving planning, implementing and monitoring activities, including documenting and reporting program results. Encourages and supports public housing residents’ transition to self-sufficiency by developing and supporting site-based community activities for the public housing development(s) to which he or she is assigned. Assists the site based staff with meeting public housing assessment indicators.  Develops programs to assist residents with becoming self-sufficient. Monitors and supports partnerships with outside agencies and leverages resources that support residents’ efforts to become self-sufficient. Responsible for tracking and assessing the self-sufficiency needs of residents at assigned communities. Coordinates special events that focus on self-sufficiency and youth educational success. Provides assistance at agency-wide events. Performs targeted outreach to increase resident participation in and awareness of relevant community programming. Responds and provides information to referrals from Public Housing Managers and Assistant Managers. Maintains regular and sustained contacts with participants in education or training programs and children in youth education success. Conducts and documents twice-annual home visits of all elderly residents. Maintains accurate reports and other documentation. Recruits and maintains a minimum caseload as required. Provides assistance to residents in establishing and maintaining Resident Councils. Attends Resident Council and Citywide Advisory Board meetings. Assists in developing and monitoring budgets and preparing documentation to process for payment. Prepares requisitions for all purchases in a timely manner. Ensures all files, reports and paperwork are complete and all information is correct. Assists the Public Housing Manager and Assistant Manager with special projects and initiatives when applicable.

QUALIFICATIONS: Bachelor’s degree in Business Administration, Public Administration or Social Sciences from an accredited college or university and two years experience with public/social service agencies or an equivalent combination of experience and education. Comprehensive knowledge of parliamentary procedure and Robert's Rules of Order. Comprehensive knowledge of community and business resources related to community/economic development and social services. Extensive experience and knowledge in social services field.  Ability to interact with persons from diverse backgrounds, including public housing residents and representatives from local agencies and organizations which provide services to public housing residents. Ability to communicate in English and Spanish is highly desirable. Valid Texas Drivers License, copies of diplomas or transcripts and driving record required.

PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is performed both indoors and outdoors, and involves visits to housing developments, home visits to residents and meetings with outside agencies. The employees may drive lightweight vehicles or 15-passenger vans, and may be required to push, pull and/or lift objects weighing up to and more than 25 pounds, such as boxes of files and tables. The employee is required to work unusual hours. Work is primarily done in the field at housing developments and at times in the offices of other agencies, community centers and meeting halls. The employee may be exposed to weather extremes and the usual hazards associated with housing developments.
