All Invitations for Bids (IFBs) and Request for Proposals (RFPs) are subject to HACA's procurement policies and federal guidelines. HACA encourages the participation of Minority Business Enterprises and Women Business Enterprises in response to available contracts.
Open RFPs and IFBs are advertised on Sundays in the Public Notice section of the Austin American-Statesman classifieds.
Section 3 Plan
The Housing Authority of the City of Austin's (HACA) Section 3 Plan is to assist staff, contractors and subcontractors in complying with the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968, as amended by Section 915 of the Housing and Community Development Act of 1992 (hereafter “Section 3”). Section 3 requires that, to the greatest extent feasible, employment and other economic opportunities generated by HUD funds be directed to low-income residents, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low-income persons.

1. REQUEST FOR PROPOSAL - In-School Case Management & Tutoring Program, HACA-13-P-183
The Housing Authority of the City of Austin (HACA) is requesting proposals from qualified and experienced sources to provide in-school case management and tutoring services for students who are residents of HACA public housing. This program will be a part of the Housing Authority's ongoing effort to improve the education and economic well being of its residents. This contract will be reviewed annually not to exceed four years. HACA may award multiple contracts for this service. Proposals are due by 3:00PM/CST Thursday, June 20,2013. 2. REQUEST FOR PROPOSAL - Comprehensive Youth Development Clug, HACA-13-P-184
The Housing Authority of the City of Austin (HACA) is requesting proposals from qualified and experienced sources to provide a comprehensive club for students who are residents of HACA Public housing. This program will be a part of the HACA's ongoing effort to improve the education and economic well being of its residents. Engaging youth in activities that build academic, social and interpersonal skills, while fostering positive relationships with caring adults is an important part of HACA's dropout prevention strategy. This contract will be reviewed annually not to exceed four years. HACA may award multiple contracts for this service. Proposals are due by 4:00PM/CST Thursday, June 20,2013. There will be a pre-bid conference on May 30, 2013 at 9:00AM/CST at 1124 S. IH 35 Austin, TX 78704.
