HACA Section 3 Program

HACA is committed to helping the residents of its public housing communities, its Section 8 Housing Choice Voucher (HCV) holders, and other qualified low-income persons residing in the Austin-Round Rock-San Marcos Metropolitan Statistical Areas (MSA) attain their goals of self-sufficiency. HACA provides opportunities for training and employment; and awards contracts to businesses that provide these opportunities for these persons.

To achieve this, HACA, its staff, contractors and subcontractors will comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended (24 CFR Part 135).

The purpose of Section 3 of the Housing and Urban Development Act of 1968 is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, be directed to low- and very low-income residents, particularly those who are recipients of government assistance for housing, and to business concerns  that provide economic opportunities to low- and very low-income  persons.

The Section 3 Program hosts:

  • Workshops for contractors, subcontractors and vendors on topics such as doing business with HACA, Section 3 compliance and certification. 
  • Workshops for residents of the Housing Authority and those residing in the Austin-Round Rock-San Marcos MSA (includes Bastrop County, Caldwell County, Hays County, Travis County, Williamson County) on topics such as job readiness and developing skills for the workplace.
